Should we lock up criminals then, if they just had the misfortune to run into the specific set of circumstances that made them want to commit wrongdoing?

Yes. The fact that it was in our view unfortunate does not change the implications. We as a society have the misfortune to run into the specific set of circumstances that make us want to take people who do anti-social things and keep them away from everybody else.
